Former Prime Minister Shinzo Abe announced this three-part policy package on May 24, 2007, to prevent global warming. The first part outlines a long-term strategy to halve total CO2 emissions worldwide by 2050. The second part calls for a post-Kyoto international framework covering the years after 2013 in order to reduce global emissions with the participation of all major polluting countries. The third part eyes developing a national movement to achieve the Kyoto Protocol targets.
