Ubiquitous networking is a key concept in the information society of the twenty-first century, enabling people to access the web or to communicate with one another using cell phones “anytime, anywhere.” This concept was embraced under the u-Japan (Ubiquitous Network Japan) IT strategy of the Ministry of Internal Affairs and Communications, outlined in August 2004.
